Application Requirements
I. Professional Learning Portfolio
Application to participate in the scheme starts with a professional learning portfolio prepared by the applicant.
The professional learning portfolio should have four learning reflections focused on learning experiences and insights gained within the eligible period with reference to competencies in the LAS Competency Framework. There should be at least one reflection from the foundational competencies and one from functional competencies.
Written reflections should be between 250 to 800 words. Other reflective formats such as video or audio are acceptable. Length should not be more than 5 minutes.

2. Current curriculum vitae
The applicant’s current CV should accompany the learning portfolio so that the learning reflections can be viewed in context. Professional profiles such as Linkedin are acceptable.

Assessment
The portfolio will be assessed by an experienced information professional appointed by the Council. They will be guided by the following assessment criteria:

Assessors
Ms Alicia Yeo
Alicia is Director of the National Library Singapore. With over 20 years of experience in public libraries, national collections and strategic leadership, she has led major collection development, service innovation and digital initiatives, including a Generative AI pilot with Amazon Web Services. Alicia also serves on several national and international library and heritage advisory boards.
Ms Gina de Alwis Jayasuriya, PhD
Gina served as the head of Singapore Institute of Management Library for over 25 years. She remains active after stepping down. She received her PhD from WKWSCI, NTU Singapore in 2011. Her research focused on continuous professional development research in the LIS sector. She is the recipient of the ALA IRRT Mission Enhancement Grant in 2023 and 2025 and used the grants to curate the IRRT Capacity Building Webinar Series in 2024 and 2026. She is also currently the IRRT Executive Committee Member-at-large (2025-2027).
Mrs. Puspa Amir Yeow
Puspa served as Director of the Temasek Polytechnic (TP) Library for over 10 years. She was also the President of the LAS from 2009 to 2011. A well-known leader in the profession, her work in digital transformation of libraries and collaborative leadership has won her the TP Exemplary Leader Award, Public Administration Medal (Silver) and the LAS Lifetime Contribution Award. Puspa has been a steadfast champion for the library profession in Singapore and was one of the pioneers of the PDS Board.
III. Recognition and Awards
Recommendations will be made to the LAS Council for endorsement. All endorsed applicants will receive a professional recognition and the corresponding post-nominals. The recognition is valid for three years as long as the recipient maintains an active LAS personal membership.
The scheme envisions 4 levels of recognition corresponding to the proficiency levels in the LAS Competency Framework for Information Professionals.
Practicing Professional (LAS-PP): Competent
Practicing Senior Professional (LAS-PSP): Proficient
Practicing Principal Professional (LAS-PPP): Expert
Practicing Master Professional (LAS-PMP): Master
